Abstract
Rural development has for a long time been hidden beneath the shadow of agriculture. Only recently, as industry changes have put pressure on rural communities and as land care activities have broadened to total catchment management, has the idea of rural development emerged into the open.Central to rural development is the understanding that economic, environmental and socialchanges work together to form a context for enterprises and families. The task of planning is to create a context that produces the best outcomes for the total community, now and in the longterm. Planning includes not just formal planning processes, which result in boundaries and specifications on maps, but also the service commitments of public and private organisations and the strategic thinking and vision-building that lies behind those commitments.
