Abstract

This report has been produced at the request of the Agriculture Western Australia, Meat Program Partnership Group. The intention of the report is to set out a number of priority areas for concentrated Agency and industry attention to assist with the development of the Western Australian beef and cattle industry.

  • Global per capita consumption of beef is currently flat to slowly reducing, with total consumption volumes rising in line with population and wealth increases.

  • Global trade in live cattle is experiencing a slow, steady increase in volumes influenced by trade factors encouraging in-country processing and finishing of cattle, and a consumer desire for fresh product.

  • Against this background the Western Australian beef and cattle industry faces significant challenges in the building of a more profitable and stable industry.

  • Following a consistent long term trend within the Western Australian primary products sector, the current cattle industry is seen to attain maximum comparative advantage at the lower and highly differentiated ends of the value adding chain.

  • The live cattle sector has tended to show significant comparative advantage performing strongly in a number of global markets. In contrast, in both real terms and in comparison to the performance of its closest competitors, the beef sector has tended to lag in export performance.

  • This report approaches the beef and cattle industry on a portfolio basis, to determine areas where Agriculture Western Australia and industry should concentrate funding to maximize long term returns, and to create a stable and long term viable working environment for those employed within the industry.

  • As such, it takes into account within its market and industry development recommendations, both financial and social benefits and costs.

The report also identifies a number of primary target markets for the Western Australian beef and cattle industry. In addition, markets where the State has built some comparative advantage are identified.
