Abstract
This paper does not attempt to provide solutions to individual fishery problems, nor to all of the strategic problems, nor does it claim to evaluate all the options available to managers. Rather, the paper is intended to trigger discussion as to how all interest groups can work together to achieve a balance for these fisheries and their environment. It is a starting point.
